The Short Answer
That distinction matters. "Rigged" implies someone is breaking rules to take your money. The reality is that nobody has to break any rule โ the rules themselves are what take your money, and they're published.
What the RNG Actually Does
A slot's random number generator produces numbers continuously โ thousands per second โ whether or not anyone is playing. When you press spin, the machine takes whatever number exists at that exact microsecond and maps it to a reel position.

What certification does not mean: it confirms the game behaves as its own maths specifies. It says nothing about whether that maths is good for you. A slot returning 88% can be perfectly certified โ certified to return 88%.
